NOTICE OF PUBLIC SELECTION,

FOR QUALIFICATIONS, COMPARATIVE EVALUATION AND INTERVIEWS

TO FILL THE POSITION OF "TENDERING AND PROCUREMENT SPECIALIST"

 

In compliance with the principles of transparency, publicity, impartiality, and equal opportunities, as well as the Company's Staff Recruitment Regulations, we hereby announce that a public selection process has been launched, based on qualifications, comparative assessment, and interviews, for the full-time, permanent position of "TENDERING AND PROCUREMENT SPECIALIST," to be classified at level "C1" (formerly 4b) of the FISE/Assoambiente National Collective Bargaining Agreement.

Position being selected and purpose of the procedure

The position, which will report to the Head of the Administrative and Technical Office, includes, but is not limited to, the following activities:

  • Administrative management of tender procedures, contracts and assignments;
  • Analysis and preparation of the administrative documentation required for the announcement and awarding of tenders and contracts;
  • Documentary verification of the requirements of economic operators participating in tender procedures;
  • Analysis of offers and estimates and support for procurement activities;
  • Drafting contracts and managing administrative procedures during the stipulation and execution phases;
  • Management of relationships with external supervisory bodies;
  • Identifying and monitoring potential tenders in which the company may participate.

The workplace will be at the company's administrative headquarters, at Via Pasubio 14/A in Legnago (VR).

This procedure is intended to establish a ranking list for a period of 12 months, starting from the date of approval. The Company may use the ranking list, during its validity period, for any permanent or fixed-term hiring required for organizational, replacement, or business development purposes.

Art. 1

Admission requirements

General requirements

The following general requirements are required for admission to the selection process:

  1. Italian citizenship or situations equivalent to it according to current legislation, including holders of the right of residence or the right of permanent residence and third-country nationals who hold an EU long-term residence permit or who hold refugee status or subsidiary protection status;
  2. enjoyment of civil and political rights, even in the country of origin or membership;
  3. not have received criminal convictions, including as a result of the application of the penalty at the request of the parties, pursuant to Articles 444 et seq. of the Code of Criminal Procedure, and not have pending criminal proceedings that would prevent, pursuant to the applicable legislation, the establishment of the employment relationship, including not being subject to preventive measures pursuant to Legislative Decree no. 159/2011;
  4. not having received criminal convictions that carry the additional penalty of temporary or permanent disqualification from holding public office;
  5. not having been or being subjected to security or prevention measures;
  6. have reached the age of majority and not have reached the maximum limit foreseen for retirement;
  7. Not having been dismissed for disciplinary reasons or poor performance, removed from employment by a local authority or public company by a final decision. Not having been removed from employment by a public administration following a finding that the position was obtained through the production of false or invalid documents or, in any case, through fraudulent means;
  1. not be in situations of incompatibility, ineligibility or conflict of interest that prevent the establishment or maintenance of an employment relationship with the Company, pursuant to current legislation;
  2. full psycho-physical suitability to carry out the duties to be certified by the Company Doctor before hiring;
  3. valid category B driving licence (not subject to suspension, withdrawal or other measures that result in driving limitations);
  4. adequate knowledge of spoken and written Italian (candidates who do not hold Italian citizenship must provide proof of level B2 or higher, issued by an certifying body).

Specific Requirements

To be eligible for the selection process, the following specific requirements must be met:

  • Secondary school diploma (five-year ). For qualifications obtained abroad, unless otherwise specified at EU level, candidates may participate in the selection process by certifying their qualification's equivalence or, if they do not have one, by attaching the receipt confirming the initiation of the equivalence procedure for their qualification to that required by the selection notice, according to the procedure set forth in Article 38 of Legislative Decree No. 165 of March 30, 2001, and any subsequent amendments.

  • Previous work experience of at least 24 (twenty-four) months gained within public companies or private companies in the function dedicated to procurement and contracts , or in any case in positions consistent with the one being selected, i.e. positions that involve the performance of activities similar to those described in the section "Position being selected and purpose of the procedure"

  • Knowledge of the legislation with reference to the Procurement Code (Legislative Decree 36/2023) and subsequent amendments.

  • Ability to use a PC and the most common programs (Word, Excel, Power Point, Internet, Outlook,).

Non-Italian citizens, with the exception of Italian citizenship, must meet all the general and specific requirements set forth in Article 1 of this selection notice for citizens of the Italian Republic.

The general and specific requirements listed above must be met, under penalty of exclusion, by the deadline for submitting the application for participation set out in this notice and also at the time of hiring.

Art. 2

Methods and deadlines for submitting the application to participate

 

The application to participate in the selection, under penalty of exclusion , must be submitted exclusively online, by clicking on the "SEND APPLICATION" button on the web page

Applications to participate in the selection process must be submitted between 12:00 noon on Monday, September 28, 2026, and no later than 12:00 noon on Wednesday, October 14, 2026.

 

Only candidates who have:

  1. the application form with a declaration of possession of the requirements, in PDF format;
  2. the curriculum vitae exclusively according to the downloadable template, in PDF format;
  3. a legible copy of a valid identity document;

The size of uploaded attachments must not exceed 5MB in total.

Any other form of submission or submission of applications other than ONLINE is not permitted and will be considered null and void.

Each participant can modify their application and documentation in the system until the application collection deadline, but they cannot be further modified after this deadline.

By submitting their application, candidates declare, under their own responsibility and pursuant to Articles 46 and 47 of Presidential Decree no. 445 of 28 December 2000 and subsequent amendments and additions, that they possess all the general and specific requirements requested in this selection notice and the following information:

  • Personal data (name, surname, place and date of birth, tax code, nationality, residence, domicile, email address and telephone number);
  • Any membership in protected categories (law 68/99 and subsequent amendments): disabled or otherwise;
  • I agree that all communications relating to this notice (admission, invitations, etc.) will be sent exclusively by email to the address entered during registration;
  • To be aware of the penalties provided for by Article 76 of Presidential Decree 445/2000, for cases of falsifying documents and making false declarations;
  • To have read this selection notice and to accept all the provisions contained therein

The date and time of electronic submission of the application is certified by the computer system.

Legnago Servizi SpA reserves the right to verify the accuracy of the self-certifications provided by the candidate to whom it intends to offer employment. If, at any stage of the selection process, the declarations provided by the candidate are found to be false, the candidate will be automatically excluded from the selection process, without prejudice to the criminal penalties provided for in Article 76 of Presidential Decree No. 445/2000.

Art. 3

Examination Committee of Legnago Servizi SpA

A specific provision will appoint the Legnago Servizi SpA examining commission. After completing the final selection tests, the commission will draw up a final ranking of the candidates, indicating the overall score achieved by each candidate.

 

Art. 4

Admission to selection and evaluation phases

Legnago Servizi SpA will use an external company specialized in personnel selection, Praxi SpA, to carry out part of the candidate evaluation activities.

4.1 Admission to the selection and exclusion criteria

Praxi SpA will conduct an initial verification of the submitted documentation and the applicant's possession of the required qualifications. This will result in exclusion from the selection process:

  • sending the application using methods other than those provided for in this notice;
  • submitting the application for admission after the deadline;
  • the lack of one or more general requirements and/or specific requirements;
  • failure to send all documentation

Any rejection of the selection process will be communicated exclusively via email to the email address provided during registration. This form of communication constitutes notification for all legal purposes and, therefore, no further communication will be provided. Candidates who have not completed the online application process will not receive any communication.

The discovery of the lack of even one of the requirements for admission to the selection and hiring process and/or the falsity of the declarations made by the candidate will result, at any time, in exclusion from the selection process or the termination of the employment contract by operation of law.

4.2 Curricular evaluation

PRAXI SpA will review the CVs and applications of each admitted candidate to assess their suitability for the role being selected and the activities envisaged in this announcement. The evaluation will be based specifically on professional experience and all other factors deemed relevant to the selection process. A maximum of 30 points will be awarded, divided as follows:

  • up to a maximum of 24 points, with criteria defined before the start of the evaluation phase, with reference to the length of the experience, the consistency of the activities performed with those foreseen in the announcement, the organizational complexity of the relevant work contexts, the variety of activities managed and the level of specialization acquired in matters relating to tenders, contracts, assignments and contract management;
  • up to 2 points for the use of e-procurement platforms for procurement and tender procedures;
  • up to a maximum of 4 points for additional qualifications in addition to the one required as a requirement (not cumulative):
    • 2 points for a three-year degree;
    • 4 points for a master's or specialist degree or for a degree under the old system.

The above scores will be assigned exclusively based on the profile being selected; qualifications not deemed related to the profile will not be awarded. Only the elements clearly indicated in the attached CV in PDF format, according to the template, will be considered for the purposes of the CV evaluation; any information that cannot be clearly interpreted will not be eligible for points.

An initial partial ranking will then be drawn up which will allow us to identify, if the number of applications allows, up to a maximum of 10 (ten) candidates in addition to any tied candidates who will be called for individual interviews.

Candidates admitted to the selection process who are excluded from the interviews will receive a specific notification via email to the email address provided during registration. These communications are considered, for all legal purposes, official communications regarding the selection outcome.

4.3 Selection interview

The candidates, no more than 10 (ten) plus any ex aequo, who have obtained the highest scores in the curricular pre-evaluation will be called for an individual interview phase, carried out by Praxi SpA

The dates and locations of the interviews will be determined at the end of the curriculum evaluation phase.

The email invitation is to be considered, for all legal purposes, as an official invitation to the test.

The interview will be conducted in person and will be aimed at evaluating each application for its stated experience and the skills required to fill the position being selected.

In particular, a maximum of 30 points will be awarded, divided as follows:

  • up to a maximum of 13 points for professional experience, with particular reference to its consistency with the role being selected (management of tender procedures, contracts and assignments, preparation of administrative documentation, verification of participant requirements, contract management);
  • up to a maximum of 13 points for the behavioral skills indicated in this notice;
  • up to a maximum of 4 points for motivation with respect to the position being selected.

The interview will be conducted using structured and consistent questions for all candidates, without prejudice to any in-depth analysis of aspects emerging from the resume and the answers provided during the interview. The assessment of behavioral skills will be based on an analysis of previous professional experience and a discussion of work situations relevant to the role.

At the end of the individual interview, a score will be assigned, with a minimum score of 21 (twenty-one) for eligibility. Only those candidates deemed suitable will have their score added to the CV score to create a second partial ranking (out of 60).

Unsuccessful candidates will receive a specific notification via email to the email address provided during registration. These communications are considered, for all legal purposes, official notification of the selection outcome.

4.4 Final interview with the Legnago Servizi SpA examination board

Candidates who are deemed suitable following the selection interview will be invited for an in-person interview with the Legnago Servizi SpA examining committee. This interview will aim to assess, using criteria approved and recorded by the committee in the preliminary meeting prior to the start of the interviews, the candidate's possession of the knowledge and skills required by this announcement, their motivation, and their suitability for the organizational context.

At the end of the interview, a maximum score of 30 (thirty) points will be awarded, with 21 (twenty-one) being the minimum for eligibility.

For candidates deemed suitable at the final interview, this score will be added to the scores from the CV assessment and the selection interview to create the final ranking out of 90.

In the event of a tie in final scores, the ranking will be determined by applying the preferential qualifications referred to in Article 5 of Presidential Decree 487/1994, in the order specified therein. In the event of a further tie, preference will be given to the younger candidate, pursuant to Article 3, paragraph 7, of Law 127/1997.

Art. 5

Validity of the ranking and hiring

 

The merit ranking of eligible candidates will be valid for 12 (twelve) months or until the positions are filled.

The person called for hiring must begin service within the deadline indicated by the Company, unless there are proven and justified reasons.

Legnago Servizi SpA will verify the accuracy of the information provided by eligible candidates when completing the application and will require proof that these requirements, pursuant to Presidential Decree 445/2000 and subsequent amendments and additions, are still valid at the time of hiring. If, upon review of the declarations, they reveal that they are not accurate, the applicant will forfeit any benefits they may have received from the decision based on the false declarations.

A permanent employment relationship will be established with the eligible individual, pursuant to the FISE/Assoambiente National Collective Bargaining Agreement, through the signing of an individual employment contract only if the individual successfully passes the medical examination to determine suitability for the job.

In the event of resignation, failure to begin service, or termination of employment during the probationary period, the Company may proceed with the ranking process.

The annual salary established by the current National Collective Bargaining Agreement (CCNL) for level "C1" (formerly 4b) will be paid, subject to tax, social security, and welfare withholdings as required by law. For specific financial and regulatory details, please refer to the provisions of the FISE/Assoambiente National Collective Bargaining Agreement.

Successful completion of the selection process does not in itself constitute a qualification for employment, which remains subject to subsequent employment offers that Legnago Servizi SpA reserves the right to formulate based on actual organizational needs and in compliance with current regulatory and planning provisions.

Communications and summons

 

All communications regarding this announcement, invitations to interviews, and/or interviews from Legnago Servizi SpA and Praxi SpA will be sent exclusively via email to the email address provided in the application. These communications are considered, for all legal purposes, official communications, and candidates accept this method of communication.

Legnago Servizi SpA and Praxi SpA assume no responsibility for failure to deliver communications resulting from incorrect, out-of-date, or otherwise attributable to the candidate's email addresses.

Any changes to the terms of the selection notice will be made known exclusively through publication on the company website ( www.lesespa.it ) on the “News” page, “Public Notices” section, and will have the value of notification for all purposes.

Failure to show up or showing up late on the date and time of the call will automatically result in your being disqualified from the selection process.

Art. 7

Information on the processing of personal data pursuant to art. 13 of European Regulation 2016/679

The personal data of candidates for this selection process will be processed by Legnago Servizi SpA and PRAXI SpA as independent data controllers, pursuant to Article 24 of European Regulation 2016/679 (General Data Protection Regulation, hereinafter "GDPR") and the applicable Italian legislation.

The processing will be carried out in accordance with the principles of lawfulness, fairness, and transparency, and in compliance with the principle of data minimization. This means that data will be acquired and processed only to the extent necessary to carry out the search and selection of personnel within the scope of the aforementioned public selection procedure.

The personal data collected will be the information included in the application to participate in the selection process as well as any additional information contained in any attached documentation.

The communication of the above data is a necessary requirement to be able to participate in the procedure in question and the data will be collected and processed by PRAXI SpA and transmitted exclusively to Legnago Servizi SpA for the purposes related to this notice.

Art. 8

Final provisions

Participation in the selection process obliges applicants to unconditionally accept the provisions of this selection notice, as well as other applicable regulations. The Company reserves the right to extend the deadline for submitting applications, provided the extension is approved before the deadline expires, or, where applicable, to reopen the deadline if, by the deadline date, the number of applications submitted is deemed insufficient, or for other justified reasons of public interest.

Legnago Servizi SpA reserves the right to revoke or cancel this selection process, suspend or postpone its implementation, as well as the related hiring activities, modify, until the date of hiring of the winner, suspend the appointment of the winner due to needs that cannot currently be assessed or foreseen, as well as in application of provisions for the containment of public spending that prevent, in whole or in part, the hiring of personnel or updates to the Requirements Plan during the ranking process within the legal deadlines.
