ANALYSIS EXPERTS – Ref 07/2026

We are looking for candidates with at least 2 years of experience ready to tackle relevant software projects in the following areas:

verticals (e.g. healthcare, taxation, transport, agriculture, education and vocational training, environment, facility management, citizen services, etc.);

transversal platforms (e.g. generative AI, RPA, analytics etc.);

infrastructure and cybersecurity (e.g. Cloud, NIS2, etc)

The job profiles are: Business Analyst and System Analyst.

Below is the detailed information:

Business Analyst Profile

As a Business Analyst, you will be the bridge between technology and the needs of organizations, designing solutions that generate real value.

What you will do : You will analyze complex requirements, design processes using BPMN standards, and support digital transformation by identifying improvement opportunities through various capabilities (e.g., user experience, AI, etc.) made available by the company.

Key skills required: Proficiency in Agile/PMI methodologies, excellent data analysis skills, awareness of AI applications and user experience in the public sector, support in process review and preparation of business plans and business cases, definition of business requirements (both functional and non-functional) in consultation with the client, "Security & Privacy by Design" and "Cloud by Design" principles, re-engineering for digital transformation.

Objective: Transform stakeholder vision into clear and innovative functional requirements, ensuring alignment with the organization's ICT strategy.

System Analyst Profile

As a Systems Analyst, you will be responsible for the evolution of the application estate.

What you will do: You will analyze existing systems to modernize them towards interoperable systems through secure API layers.

Key skills : database design and software function engineering, knowledge of BPMN, "Security & Privacy by Design" principles, "Cloud by Design," software usability and quality, DevOps culture, SQL knowledge, planning and execution of functional and integration tests, re-engineering for digital transformation.

Objective : To provide new integrated, secure, and scalable solutions by writing technical performance requirements and ensuring the quality and usability of the software produced, including through testing.

Preferential requirements will be considered:

  • Bachelor's or Master's degree (for qualifications obtained abroad, they must be recognized as equivalent or equivalent to the corresponding Italian qualification according to current legislation or the procedure to obtain equivalence or equivalence has been activated).
  • Certifications (e.g. ITIL v4 Foundation, BAP®, IFPUG CFPS 3.1, ISTQB Foundation and similar).
  • Having already gained experience in public administration contexts, indicating the specific scope and duration;
  • Having already gained experience in ICT contexts, indicating the specific scope and duration.

Knowledge of the English language is also required.

The following cross-curricular skills will be assessed: analytical and problem-solving skills, interpersonal and communication skills, teamwork, a focus on high-quality results, innovation, and a willingness to learn and develop.

What we offer

CCNL applied: Tertiary sector

Contract type: Permanent Fixed and variable salary.

The expected Gross Annual Salary (RAL) will be:

For the Business Analyst profile with a value range between €35,000 and €49,000.

For the System Analyst profile with a value range between €34,000 and €45,000.

For all the above profiles:

  • CSI Piemonte adopts salary determination criteria based on objective, transparent, and gender-neutral parameters, in compliance with Legislative Decree 96/2026, the principle of equal pay for work of equal value, and current company procedures.

Therefore, the Consortium will determine the placement of the selected candidate within the indicated salary range based on criteria such as professional experience, the breadth and depth of skills possessed, relevant certifications, the degree of autonomy required by the role, and the complexity of the assignment, as identified during the selection process.

  • The Company Supplementary Contract provides for the annual payment of a Performance Bonus, the amount of which varies according to the level of achievement of the assigned objectives and the contractual classification.

The working hours are 38 hours per week from Monday to Friday with flexibility.

The workplace is planned to be in Turin.

The company-wide supplementary contract applied within the Consortium provides the following benefits for personnel covering the aforementioned profiles:

  • Flexible working hours (flexible entry and exit, time bank), 28 days of annual vacation, 24 hours of paid leave, and additional paid leave for specific circumstances (medical appointments, illnesses).
  • Payment of specific allowances and/or surcharges for travel, on-call, overtime, and shift work.
  • Welfare and wellbeing services to support employees and their families, such as: company canteen, the option to convert performance bonuses into welfare services via a dedicated platform, the option to join the Piedmont Region's CRAL (which allows for contributions and agreements, as well as discounted rates for recreational and cultural initiatives), accident insurance, including non-professional accident insurance, supplementary health insurance (EST Fund), supplementary pension fund for the sector (FonTe) or company.
  • Possibility of working through Agile Work or Telecommuting from home, compatible with service needs.

  6. not be in any of the conditions of incompatibility and ineligibility provided for by the provisions of Legislative Decree 8 April 2013 39 regarding the ineligibility and incompatibility of positions in public administrations and private entities;
  7. physical fitness for employment;
  8. not having been removed from employment with a Public Administration and/or private entities required to comply with public regulations for persistent insufficient performance or dismissal following disciplinary proceedings or for the production of false documents;
  9. be in possession of a secondary school diploma (for qualifications obtained abroad, they must be recognized as equivalent or equivalent to the corresponding Italian qualification based on current legislation or the procedure aimed at obtaining equivalence or equivalence has been activated).

For those who have foreign citizenship, the following are also required:

  1. good knowledge of spoken and written Italian (possibly verified, where deemed necessary, by means of a pre-employment test);
  2. possession of a valid residence permit in the national territory pursuant to current legislation (Legislative Decree 286/1998 and subsequent amendments) in the case of non-EU citizenship.

It is also necessary to declare that

  • being/not being a disabled person belonging to the categories referred to in art. 1 of Law 68/99;
  • Not be in any conflict of interest with CSI-Piemonte (in accordance with Article 7 of the Consortium's Code of Ethics). Specifically, the Candidate must declare that they are not in any relationship by marriage, civil union, cohabitation, or kinship within the second degree (grandparents, parents, children, and grandchildren in the direct line—children of children, siblings) with the political/administrative leaders of client organizations, suppliers, employees, members of the Board of Directors, or members of the Supervisory Bodies of CSI Piemonte. If so, please specify the situation.

At any stage of the selection process, CSI Piemonte reserves the right to request original documentation proving the applicant's possession of the requirements stated when submitting the application and, in any case, prior to hiring.

Application for participation

The application to participate in the selection (Application) must be drawn up using exclusively the specific form available on the institutional website of CSI Piemonte ( www.csipiemonte.it in the "Work with us" section) which can be accessed via the Spid, CIE or CNS Digital Identity System no later than August 28 , 2026 .

Applicants are required to indicate only one professional profile among those indicated (Business Analyst, System Analyst) consistent with their professional path, it being understood that the final assignment of the profile will be defined by the Selection Committee.

CSI Piemonte reserves the right to extend the aforementioned deadline; in this case, notice will be posted on the institutional website. CSI Piemonte reserves the right to revoke the procedure for justified reasons.

The online application (Request) can be completed 24 hours a day. If multiple requests are submitted, only the last one will be considered.

Once the above deadline (also indicated on the online platform) has expired, the system will no longer allow submissions, and uncompleted applications will no longer be permitted.

The declarations made in the application to participate in the system are considered self-certification pursuant to Presidential Decree no. 445/2000, as amended; therefore, it is not necessary to attach all documentation supporting the declarations when submitting the application.

However, documentation proving possession of the requirements stated in the application must be submitted prior to hiring. In the event of a false declaration, CSI Piemonte may report the incident to the competent authorities, reserving the right to seek compensation for damages suffered.

CSI Piemonte assumes no responsibility for candidates' failure to receive any further communications due to a missing or incorrect email address or a malfunctioning email address, or due to a failed or late notification of a change to the address provided in the application (we recommend using an enabled email address, checking your SPAM/deleted mail folder, and ensuring that the email address is free of problems).

Selection phase

  In compliance with the obligations set forth in Legislative Decree 96/2026 implementing EU Directive 2023/970 and in accordance with dedicated internal procedures, CSI Piemonte does not request or collect information on candidates' previous remuneration or classification, either directly during interviews or through any recruitment agencies, head hunters, or other third parties involved in the process.

The selection will be conducted by a special commission whose composition will take into account respect for gender equality, unless justified otherwise.

The Commission will examine the applications through the following activities:

  1. CURRICULAR ANALYSIS: aimed, in a first phase, at excluding candidates who lack the admission requirements for the procedure, also due to the lack of relevance of their skills/experience to the profile sought, and, in a subsequent, more detailed phase, at evaluating the possession of the declared skills/experience compared to those required;
  2. COMPARATIVE SELECTION TESTS: The selection will take place through one or more tests, in the form of tests and individual interviews, in the technical, psychological, aptitude and English language fields.

Furthermore, the Commission reserves the right to carry out a further phase of in-depth analysis of technical/practical knowledge as an additional element for the subsequent phase of interviews.

Once the activities referred to in the previous points A and B have been completed, the Commission will carry out a comparative evaluation of the applications, assigning them a score according to the criteria below:

At the end of the selection procedure, the Commission will draw up a list of suitable candidates in descending order, based on the scores achieved in the evaluation for each of the profiles sought.

The results of the selection process will be published on the CSI-Piemonte website at www.csipiemonte.it in the "Work with Us" section to inform all interested candidates. Specifically, direct written notification will be given to those who participated in all phases of the entire selection process.

The lists of eligible candidates are valid for 12 months from the publication of the results of the procedure and can be used for additional personnel needs consistent with the profiles sought in the notice in question.

The CSI reserves the right to suspend or revoke the selection process due to unforeseen economic or organizational needs, regulatory requirements, or the unsatisfactory quality of the applications received.
