FOR THE SELECTION OF 1 TECHNICAL EMPLOYEE TO ASSIST THE TECHNICAL OFFICE

LEVEL B2 OF THE UTILITALIA CCNL - ENVIRONMENTAL SERVICES

Alessandrina Waste Management Company – ARAL SpA

Azienda Rifiuti Alessandrina SpA, abbreviated to ARAL, is a wholly public company that carries out the following main activities:

  • Mechanical separation of the dry and wet fractions of unsorted municipal solid waste, and sending the dry fraction to landfill and partly to other plants;
  • Recovery of the wet fraction referred to in the previous point, through aerobic stabilization to obtain FOS, for use in environmental recovery or disposal in other landfills;
  • Landfill disposal of essentially dry processing by-products from waste treatment lines;
  • Management of the internal recycling center with temporary storage and recovery of paper, cardboard, iron, glass, plastic bottles, polyethylene, wood, and mattresses;
  • Management of the internal recycling center with temporary storage, sorting, and recovery or disposal of special waste similar to urban waste, WEEE (refrigerators, TVs, computers, washing machines, household appliances, neon lights), bulky waste, tires, expired medicines, empty T and/or F drums, batteries, toner;
  • Post-mortem management of the Mugarone landfill;
  • Post-mortem management of the Castelceriolo landfill;
  • Operational management of the Solero landfill activated on 20 August 2012.

1– Object of the Selection

Pursuant to the "Regulations governing the selection of its personnel" and the resolution of the Board of Directors dated 09/06/2026, a public selection is announced for the hiring, in accordance with the current Utilitalia – Environmental Services National Collective Bargaining Agreement, with a permanent employment contract, of a person with the profile of " TECHNICAL EMPLOYEE " to assist the Technical Office. The ranking that will be prepared following the results of the selection referred to in this announcement will remain in force for 12 months and may be used to fill any further vacancies that may arise with profiles similar or interchangeable to those in question, or requiring similar and comparable requirements.

The " TECHNICAL EMPLOYEE " profile, assisting the Technical Office, collaborates with higher-level managers and, based on general guidelines and with the required professional training, prepares operational programs to achieve company objectives, as well as related work plans, identifying and developing, where necessary, innovative systems and methodologies. They work in a team with other Office members and carry out, including autonomously, any initiatives initiated by their managers.

Specifically, the candidate, together with the Team, will have the following tasks:

  • Technical-administrative control of operational activities and contracts;
  • Assistance to the RUP
  • Monitoring the execution of technical supplier contracts
  • Technical-administrative control and management of the PMC of the sites in AIA
  • Preparation of technical specifications for civil and plant engineering tenders
  • Management of small internal ordinary and/or extraordinary maintenance projects
  • Management and/or supervision of specific application software for process management.

He/she will also be responsible, in collaboration with the Team, for the proposal of cost-effective purchases and expenses essential to the normal and ordinary functioning of the company, in the cases and within the limits established by the regulations and current legislation.

2 – Duration

The position will be permanent, full-time, with a six-month probationary period and will be classified at level B2 of the Utilitalia National Collective Bargaining Agreement (CCNL - Servizi Ambientali).

Any external assignments must be authorized in advance.

3– Requirements

The following requirements are required for admission to this selection process:

3.1 - General requirements:

a) be an Italian citizen or belong to a country of the European Union, except for the exceptions set out in the Prime Ministerial Decree of 07.02.1994, n° 174 ( citizens of the member states of the E. must possess the following requirements: - enjoy civil and political rights also in the states of belonging or origin; - possess, with the exception of holding Italian citizenship, all the other requirements provided for citizens of the Italian Republic; have a good knowledge of the Italian language );

b) possess the enjoyment of civil and political rights;

c) be in compliance with military service obligations for citizens subject to such obligation;

d) not to have been banned from holding public office, nor removed, dismissed or fired from employment in a Public Administration ( with the exception of the case of termination of the employment relationship for justified objective reasons and/or spoils system ), nor to have been declared to have forfeited a state job following the ascertainment that the job itself was obtained through the production of false or invalid documents;

e) not having been dismissed for just cause in a previous employment relationship with ARAL SpA or with another company, institution, organization, public and/or private company;

f) not be involved in any administrative or judicial proceedings provided for by Legislative Decree 231/01 and subsequent amendments;

g) not having received any criminal convictions that have become final and which affect professional ethics ( to which provisions issued pursuant to art. 444 of the Code of Criminal Procedure – so-called plea bargaining sentences – as well as definitive criminal conviction decrees will be considered equivalent; the prohibition does not apply when the crime has been decriminalized or when rehabilitation has occurred or when the crime has been declared extinct after the conviction or in the event of revocation of the conviction itself ), not being subject to personal precautionary measures, not being under interdiction and/or incapacity, not being subject to support administration proceedings, not being the subject of and/or not having ongoing prevention or security measures;

PLEASE NOTE THAT THE CANDIDATE MUST INDICATE ANY CRIMINAL CONVICTIONS HE HAS RECORDED AND WHICH HAVE BECOME FINAL IN ORDER TO ALLOW THE COMMISSION TO EVALUATE THEIR EFFECT FOR THE PURPOSES OF DETERMINING THE EXISTENCE OR NOT OF A PREVENTIVE CAUSE ;

h) not be in situations that prevent participation in this selection process and/or prevent the assumption of the position in compliance with Legislative Decree no. 39 of 8 April 2013 ( "Provisions regarding the ineligibility and incompatibility of positions in public administrations and private entities under public control, pursuant to Article 1, paragraphs 49 and 50, of Law no. 190 of 6 November 2012" );

i) be at least 18 years of age on the deadline for submitting the application to participate in this selection process.

3.2 – Professional requirements (Academic qualification)

In addition to the general requirements indicated in the previous paragraphs, a degree in Technical Disciplines (first or second level, or old system) is required as a requirement for admission.

3.3 – Optional requirements

  1. Experience in profiles relevant to the role being selected (such as, for example, technical employee or freelancer) in the waste, environmental, and civil sectors, both in companies and institutions;
  2. ECDL certification;
  3. Knowledge and professional use for a minimum period of one year of technical software (CAD, GIS and topographic software, BIM);
  4. Professional qualifications such as CSE, ASP, Technical Manager of the Environmental Managers Register;

and will be verified before the assignment is formalized.

Failure to comply with the information declared and the information ascertained will result in the assignment being denied.

4 – Publication of the selection notice

The selection notice will be published from 1:00 PM on June 11, 2026 , to 1:00 PM on June 29, 2026 , on the websites www.aralspa.it and www.praxi.praxi , as well as on LinkedIn. All communications relating to this selection process will be published on the company's website and constitute notification for all legal purposes. No other communications will be sent to candidates.

5 – Selection procedure

The selection process consists of the following: an initial phase of documentary/administrative verification and a second phase of pre-selection of professional and optional requirements.

Both phases will be handled by PRAXI SpA, a consulting firm specializing in the search and selection of Professional, Middle Management, and Executive candidates. After verifying the eligibility requirements for the public selection process and conducting pre-qualification, the firm will draw up a shortlist of suitable candidates whose profiles are deemed to be of greatest interest.

At the end of the phases entrusted to the external company, the candidates will undergo a technical interview with a special commission chosen by the company.

Participation in the selection process is open to applicants of both sexes, in compliance with Legislative Decree 198/2006, which guarantees equal opportunities for men and women in accessing employment, who meet the requirements set out in this procedure.

All decisions regarding admissions and exclusions from the final selection process are subject to the final judgment of the Commission.

 

5.1 - Evaluation of applications

Applications submitted by the deadline will be evaluated through a computerized screening process. Screening will be based on the information provided by candidates in their applications regarding their possession of general, professional, and optional requirements. Failure to declare one or more requirements will result in disqualification from the selection process. ARAL SpA and/or PRAXI SpA reserve the right to request clarifications and/or additions to the documentation submitted by candidates.

5.2 - Oral Exam  

The oral exam consists of a final interview with the Technical Commission appointed by ARAL, which will focus on topics related to the role to be filled within the company and on aspects, procedures, legislation, and techniques relating to the disposal, treatment, and/or recovery of non-hazardous urban waste, as well as regulations for joint-stock companies and publicly held companies.

The Commission will carry out the interviews by assigning scores to the candidates based on the following table, up to a maximum of 30 points :

The selected candidate will be notified by email and the selection results will be published on the ARAL SpA website.

6 – Domicile  

By submitting the application, the candidate agrees to reside in a location easily accessible from the workplace (maximum 70 km from Castelceriolo, AL), including with the aim of reaching the workplace quickly, in case of emergencies, and even on holidays. Telephone availability is also guaranteed.

7.2 The application must be submitted by the above-mentioned deadline, with the consequent risk of non-delivery being the sole responsibility of the sender. ARAL and PRAXI are not responsible for any computer and/or internet problems.

7.4 Applications without the required documents and declarations will not be evaluated.

7.5 Mere formal imperfections in the application or omissions thereof which do not entail a modification of the substantial content of the declaration may be subject to regularization.

7.6 Any request for regularization will be communicated to the interested parties and the recipients must comply with it, under penalty of exclusion, within the deadline and in the manner specified in the communication itself.

8 – Financial treatment

The candidate will be hired according to the Utilitalia Servizi Ambientali CCNL, with the consequent economic treatment ( RAL approximately €33k ).

 

9 – Workplace

The place of work will be Castelceriolo (AL), or wherever the Company's activities take place.

10 – ARAL SpA Faculty and terms of employment

The procedure is aimed solely at the hiring referred to in this announcement and does not constitute a commitment by ARAL to award the position. ARAL therefore reserves the right not to fill the position if no candidates deemed to possess the required qualifications are found, or to extend, suspend, modify, or revoke this selection procedure at any time and at its sole discretion. The procedure may also be concluded without awarding the position.

Furthermore, without prejudice to the provisions of Article 76 of Presidential Decree 445/2000 regarding criminal liability, if the checks carried out reveal the untruthfulness of the declarations made, the candidate will forfeit any benefits resulting from the measure issued based on the false declaration.

Information regarding the processing of personal data pursuant to Article 13 of European Regulation (EU) 2016/679

Pursuant to EU Regulation 2016/679, Legislative Decree 196/2003 and subsequent amendments and additions, and Legislative Decree 101/2018, regarding the processing of personal data, the following information is provided regarding the reasons for which personal data will be processed, the rights of the interested party and how they can exercise them.

12.1. Data controller

12.3. Purpose and legal basis of data processing

Pursuant to Articles 6 and 10 of Regulation (EU) 2016/679, all personal data provided by the data subject are processed by the Data Controller in the performance of its public interest task and related to the exercise of official authority, in particular for the management of the personnel selection process.

The legal basis for data processing is Law 133/2008, Legislative Decree 112/2008, Legislative Decree 165/2001, Law 124/2015, and Legislative Decree 175/2016.

Furthermore, the processing of personal data relating to criminal convictions and offences is handled in accordance with the provisions of art. 2-octies of Legislative Decree 196/2003 and subsequent amendments.

12.4. Data processing methods

The processing will be carried out using both computerized and electronic means. The same data may also be processed on paper, without the aid of electronic means.

The processing is carried out by the Data Controller's staff, who are committed to confidentiality and responsible for the relevant activities in relation to the purposes described above.

The Data Controller adopts adequate technical and organizational measures to guarantee a level of security appropriate to the type of data processed.

12.5. Mandatory consent-processing

Providing your data is mandatory, and refusal to provide it will prevent us from completing the activities required by the procedure, and your application will consequently be considered inadmissible.

12.6. Data transfer

The data collected for the aforementioned purposes may also be sent to other entities, public or private, in compliance with legal obligations or regulatory provisions, including the rules regarding access to documents.

12.8. Data retention periods

With reference to data contained in administrative documents for which there is no specific legal or regulatory provision regarding retention, they will be processed for the duration of the relevant procedure in compliance with the limitation periods for the exercise of rights in any subsequent administrative, civil, and criminal legal proceedings. The aforementioned data will be retained for longer periods provided that they are processed exclusively for archiving purposes in the public interest, scientific or historical research, or statistical purposes pursuant to Art. 5, paragraph 1, letter e) of EU Regulation 2016/679. After the above-mentioned deadlines and requirements have expired, Art. 21, paragraph 1, letter d) of Legislative Decree 42/2004 will apply regarding the removal of documents from public archives, except in cases where the documents must be permanently retained.

12.9. Rights of the interested party

Pursuant to Article 13, paragraph 2, letter b) of Regulation (EU) 2016/679, the interested party may exercise, where applicable, the rights of access (Article 15), rectification (Article 16), erasure (Article 17), restriction of processing (Article 18), notification (Article 19), data portability (Article 20), and objection (Article 21), as governed by the aforementioned Regulation (EU) 2016/679.
