PROJECT CONTRACT and PROCUREMENT MANAGER - For MM S.p.A. - Subway Construction Management

Metropolitane Milanesi - MM S.p.A. is strengthening its managerial team to support the coordination of the prestigious project for the construction of Tel Aviv’s first metro line, by hiring senior managers with a proven track record.

Main activities

The selected candidate will collaborate within the Project Director's Department, reporting to the line manager, and will primarily be responsible for the following specialized areas related to urban transport systems (subways, light railways, tramways) and railways. Key responsibilities include:

  • Tracking and monitoring project and program budgets, including obligations and expenditures
  • Assisting with processing project information necessary to secure funding
  • Developing overall program financial budgets based on project-specific and overall program cost estimates
  • Preparing budget forecasts as needed
  • Preparing and providing required program and project-level progress reports, addressing schedule, budget, general progress, and encountered issues
  • Identifying any deviations from the baseline and recommending corrective actions
  • Monitoring key performance indicators and implementing a standardized reporting structure for such indicators
  • Implementing sample automated project and program reporting dashboards for selected project/program functions
  • Managing program procurement for all contracts in accordance with current procurement procedures
  • Preparing Request for Proposal (RFP) documents
  • Preparing Invitation for Bid (IFB) documents for the procurement of construction services
  • Preparing procurement templates
  • Reviewing, processing, and tracking all contracts and invoices for the program, ensuring auditability in compliance with national and local guidelines
  • Coordinating all contract management activities
  • Preparing contract templates
  • Assisting in preparing and updating the annual obligation plan
  • Supporting the development of exhibits, reports, presentations, handouts, meeting agendas, and minutes for public meetings and program planning document presentations
  • Evaluating current procurement procedures for design consultants and contractors to identify potential improvements, revisions, or eliminations that could accelerate the schedule while maintaining compliance with requirements

 

Requirements

Must have

  • Availabity for an expat. collaboration in Tel Aviv
  • Education: Master's Degree in Engineering, Business Administration, Finance, Law, or an equivalent field.
  • Professional Experience: 10 years (min.) of experience in similar activities as described above, preferably within multinational Engineering/Transport companies. A good knowledge of international technical codes and regulations is required.
  • Language Skills: Fluent knowledge of English is required, with excellent ability to read technical texts.
  • Skills: Strong interpersonal skills, teamwork attitude, dynamism, autonomy, initiative, and determination.

Nice to have

  • Knowledge of other languages will be considered an advantage. 

  • Experiences in both tunneling and light railway projects. 

  • Knowledge of the FIDIC framework is a plus.
